I have the honour to acknowledge the receipt of your
confidential despatch of the 17th ultimo requesting from me
report on the result of my interview with Sir E Satew on the
subject of the protection to be accorded (1) to Chinese British
subjects born in British possessions of parents themselves
either British bern or naturalised subjects and (2) to British
born or naturalised subjects whose parents have never acquired
British nationality.

We discussed the matter fully and agreed that the former
are entitled to the fullest British protection given to any
British subject, and that the latter should be protected while
engaged in lawful business in a Treaty port where ather British
subjects are entitled to trade, and should be entitled to claim
the good offices of the Censuls in case of injury to person or
property while in China, a condition precedent being that in
